Technical Regulations are binding in terms of setting minimum safety requirements.
In the Russian Federation, as in any other self-respecting states, there are regulatory legal acts or documents setting strict requirements obligatory to be applied to and complied with by any item subject to technical regulation (production process, products, buildings, facilities and structures, operation, transportation, storage, commercialization and disposal), all the above is technical regulation.
Separation of concepts of technical regulation and standard setting voluntary standardization principle was legally substantiated in December, 2002. Technical regulation requirements may be increased for strictly determined purposes.
Technical Regulations of the Customs Union Certification is obligatory for all companies manufacturing, selling or transporting across the border of Customs Union members their products, as well as products of foreign manufacturers delivered and sold in the territory of Customs Union members.
