Specifics of certification on the Russian market
Certification is understood as a documentary evidence of objects' compliance with the requirements of technical regulations, provisions of standards or contractual terms. A certificate of conformity is a document certifying that an object meets requirements of technical regulations.
Certification in Russia is a rapidly developing system that has gone through serious changes over the past two decades. Due to this flexibility, it has managed to eliminate serious procedural shortcomings and has made significant progress towards its main goal -- to ensure high quality of the goods traded in the Russian market.
At the same time, two divergent trends can be clearly seen in the development of this system, which, however, do not contradict each other but become complementary elements. The first is the high level of identity of this system. It is due to the expressed specificity of the Russian market and Russia's participation in a number of important associations, the main one of which is the Eurasian Economic Union (EAEU). Secondly, Russia has always carefully monitored key global practices in the field of quality control of goods, selecting those that can be successfully applied in the domestic environment. The interaction of these two trends resulted in a national certification system in its current state.
The procedure for certification of imported and domestic products in the Russian Federation follows the same rules. Improving the quality and competitiveness of products is the main task of enterprises in the conditions of developing market relations. Confirmation of safety and quality of the goods imported to the territory of Russia is carried out exclusively by carrying out of full procedure of process of certification, with obligatory tests of production in laboratories accredited by Gosstandart of the Russian Federation and delivery of the Russian certificates of conformity by authorized bodies on certification, as for example, SMK STANDART. They will also conduct certification of the enterprise for compliance with requirements in this industry.
